STEC Inc.'s enterprise-class SSDs that it sells to EMC Corp. tout 52,000 transactions per second or input/outputs per seconds (IOPS). But a consumer-grade equivalent SSD drive achieves only 300 to 600 transactions per second, Forward Insights' Wong says. "It's not that they can't do better, {but they aren't}," he says.

Explanation:
这里的 they 好像是指 SSDs。不是SSDs做不好，而是他们无法做好（因为消费级的驱动器不允许他们做好或者说限制了他们做好）。就好象一个人可以跑得很快，但因为没有运动衣和跑鞋，以平时穿着去竞赛，自然出不来好成绩。
