English term or phrase: get up to speed on
“It’s taken manufacturers a couple of years to get up to speed on full color, and it’s likely that through 2004-2005 they will stay under five to seven inches in diagonal until they start to understand the manufacturing process, get costs under control, and expand to larger substrates,” said Barry Young, DisplaySearch vice president.

Not very happy with this (show up my limited Chinese vocabulary)

The metaphor is a motor/engine, after being started, picking up speed (= gathering speed), then reaching normal running speed (I think). So the work in a new area has to gain sufficient \'momentum and critical mass?\'to reach a point where commercial production is realistic.
