破例
Explanation:

Explanation:
Here, "to make exception" means to raise objection to the rules on the ground that the rules do not apply to the person making exception.

The word "affiliate" may be translated into 附屬﹝or關係﹞企業﹝公司,單位,機構等﹞;子公司;or something like that, which is NOT a member of an organization. The exact Chinese translation depends on the texts of the document.

此外,communicate with 的意涵比“討論”更廣,似可譯作“提及”。

The sentence can be translated into: 附屬﹝or關係﹞企業未獲得 RI.com 之事先授權不得對本規則提出異議或以其他方式向訂戶提及本規則。

In Chinese, it is to be said in the way of "given special treatment" so give someone an exception means to give someone a special treatment.
