Explanation:
disabled 经常被译成残疾，这不完全正确；在中文中，残疾通常被理解为是永久性的身体缺陷。而在英文中，disabled/disability 是指失去某些能力，分为永久性失能（即残疾）或暂时性失能（包括因生病而无法象正常人那样工作和生活）。因此译成失能较为精确。但“失能”这个词可以算外来词，听起来有点怪，或可用“残障”替代。在google上搜了一下，发现政府已接受“失能”这个词。
