1）regular 较符合习惯和最保险的译法是“定期”，因为此句是对“carer/照顾或护理（老人）者”进行定义，从（工作）频次上可频可疏，不一定是“经常或日常”，当然也有可能；
2）对“help and support”宜进行整体理解和处理。建议表达为“帮助和照顾/护理”，可能是生活上的帮助，也可能是对患病但无需住院老人的医疗意义上的护理，当然会包括生活上的帮助：-）

持续照顾 or 时常照顾


Explanation:
the word 'regular help' literally means “经常性的帮助”, however in the context of this case it is talking about people that need regular help and support, which actually means that the person needs constant care and support. Therefore “时常照顾” or “持续照顾” would be more to the point.
