何謂身心障礙

　　世界衛生組織於其國際類別上，對損傷、障礙、殘障等做區分，並將三個名詞定義如下：

　　缺陷（impairment）是指「心理、生理或人體結構上某種組織或功能的任何形式的喪失或畸形」。損傷是器官的失常，包括四肢、器官或其它身體構造的毛病或喪失，以及心智功能的瑕疵或喪失。損傷的例子包括盲、聾、一隻眼睛失去視覺、四肢癱瘓、四肢切除、心智發展遲緩、只有部份視覺、失聲、啞吧等。

　　殘障（失能，disability）是指「由於缺陷而缺乏做為一個正常人以正常姿態從事某種正常活動的能力或具有任何限制」。殘障是指在一般人的功能水平上失常，它述說由於缺陷造成的功能受損或動作的限制。殘障的例子包括聽覺、視覺、說話的困難，移動及爬階梯的困難，抓取、伸手、洗澡、飲食、上廁所等困難。

　　障礙（handicap）是指「一個人，由於缺陷或殘廢，處於某種不利地位，以致限制或阻礙該人發揮根據年齡、性別、社會與文化因素應能發揮的正常作用」。它也是「身心障礙者合適的自我認知情況」的類別，述說缺陷與障礙者的社會及經濟角色上處於比其他人不方便的情形，這些不便來自於人們的特殊環境及文化之交互影響。障礙的例子：包括臥病在床、監閉在家、無法使用大眾交通運輸、社交孤立。
