They are definitely ranked from 1st to 5th (but not necessarily in the listed order). I am not sure why they are listed along with Australia, however. The context may give some clues (perhaps Australia considers itself an Asia-Pacific nation and therefore is comparing itself to its neighbours who have made it to the top).
