Project based organizacija može označavati organizaciju koja je složena ad hoc, odnosno upravo za taj određeni projekt, ali u poslovnoj organizaciji ona češće označava organizaciju koja je po svojoj strukturi organizirana projektno, za razliku od funkcionalne, proizvodne, zemljopisne, itd. organizacijske strukture.
Dakle, vanjska organizacija ukljucuje podjelu na projekte: projekt A, projekt B, projekt C... Obzirom da svaki projekt zahtijeva i klasične funkcije - knjigovodstvo, itd., čest je slučaj da se neke od njih posve (ili u određenom omjeru) centraliziraju, a druge decentraliziraju, sukladno poslovnoj logici uprave i potrebama projekta.
