2. Nottinghamshire County Council was awarded Pathfinder status, for the development of services in the Aiming High for Disabled Children (AHDC) initiative, for the period April 2008/10.
3. The core offer at the centre of the AHDC programme is the provision of more short breaks for disabled children and their families. The development of more Sitting and Befriending services has been identified as a way of achieving this.
4. Sitting and Befriending services are currently provided by the Short Breaks team in Social Care and Health, taking up the equivalent time of 2 full time social workers. There is no further worker capacity to develop the service further, and there are approximately 40 children waiting to access the service.
5. Sitters and Befrienders are currently assessed, approved and supervised using processes for approving foster carers within National Fostering standards. However the Sitting provision is considered to be a Domiciliary Care service and should therefore be registered with the Commission for Social Care Inspection, and structured to meet Domiciliary Care standards. These include robust recruitment and management standards. Therefore, what are required are manager posts rather than supervising social workers posts.
6. Given the inter-changeability of sitters and befrienders (i.e. individuals undertake both tasks) it is proposed to retain the two types of service together.
7. In order to achieve greater capacity to recruit and manage more sitters and befrienders it is recommended that the 2 (fte) social worker posts currently carrying out this work are disestablished and converted into manager posts. In addition 2 further manager posts and a team manager post are created. |
