Vjerujem da se misli na troškove koje je aplikant već uložiio zbog određenog ispita, npr. troškovi vize, obrade, savjetovanja i svi drugi mogući troškovi koje osoba mora uplatiti kada se prijavljuje za vizu ili odlazak na studij u drugu zemlju ili tako nešto. (Ti su troškovi dosta veliki:))
Mada bi se onda malo ljepše trebala formulirati cijela rečenica. Ja bi na vašem mjestu ostavila samo troškovi..."koje ste već uložili..."

oni valjda to gledaju kao da podnositelj "pridonosi"/contributes troškovima, tipa to je sve za njega i zbog njega, tako da nije samo da mora nešto platiti, već ulaže u sebe. :)
