English term or phrase: arm lenght management organisation

An Arms Length Management Organisation (ALMO) is an organisation set up by a local authority to manage and improve all or part of its housing stock.

ALMOs are normally companies limited by guarantee with council nominees, tenants and independent members on the board. The Government offers additional resources to those councils who set up acceptable arms length arrangements which deliver services which are rated as excellent (3*) or good (2*) by the Housing Inspectorate.

Key features of the ALMO option are:

Ownership of the housing stock remains with the local authority.
The local authority remains the legal landlord.
Tenants remain secure tenants of the authority and there is no change in their rights, such as the right to buy, right to repair and right to manage.
As its name implies, an arms length body has a significant degree of independence from its local authority.
Beyond these requirements it is for local authorities to devise arrangements which best suit their circumstances, encouraging a business-like and innovative approach to the management of their housing stock.

The relationship between a local authority and an ALMO is defined in an agreement which sets out the obligations of each party. This agreement should include (among other provisions):

the functions to be delegated to and carried out by the ALMO;
the standards to which they are to be carried out;
arrangements for reporting on and monitoring performance;
requirements for involvement of tenants in decision making; and
arrangements for liaison and consultation between the authority and the ALMO.
