In a statute, an exception of a special thing out of the general things mentioned in the statute. Orinarily a restriction in a repealing act, which is intended to save rights, pending proceedings, penalties, etc., from the annihilation which would result from an unreestricted repeal. That provision in a statute which rescues the balance of the statute from a declaration of unconstitutionality if one or more clauses or parts are invalidated. It is sometimes referred to as severability clause.
