The context is an extract from advertising rules and principles for a sports event (athletics) to be held at a stadium.

Advertising Boards:
1) Position: Advertising Boards shall not be placed between the camera and the sporting action with the deliberate intent that such Advertising Boards and the advertisement appearing thereon shall be included in the on-screen image.

2) One TIER: Advertising Boards on more than one TIER is only allowed if it can be placed outside of normal camera view.

3) Revolving/electronic Boards: Revolving boards may be used as Advertising boards. However, any revolving movement shall be executed outside camera view. Electronic boards are not allowed.

That's the whole context I have. Any ideas?

může také jít o pás, který slouží k umisťování reklam. v dosahu kamer smí být jen jeden, mimo jejich dosah i několik (pro diváky na stadionu)

Samozřejmě že řada - ale ne sedadel nebo brelní. chichi. A nikoli za sebou (to by nikdo neviděl), ale nad sebou.
