stat / povinne kreditni hodnoceni

Explanation:
2) stat/vlada/zeme - v tomto pripade stat si pujcuje penize. "Sovereign debt" is a debt instrument guaranteed by a government

3) "povinne kreditni hodnoceni odpovidajici kreditnimu hodnoceni cele zeme" - je to dost tezkopadne, bohuzel. Jde o to, ze kdyz existuje "sovereign floor" kreditni hodnoceni dane banky nebo firmy nesmi byt nizsi (tj lepsi) nez hodnoceni cele zeme, viz priklad dole

"In addition, the draft abolishes the so-called sovereign floor included in the June 1999 proposal. Previously, risk weightings for bank and corporate exposures could never be lower than the country of domicile, impacting a number of investment grade banks in Asia. The revision means that the stronger financial institutions will be able to achieve favourable funding costs."
