It may be expected to work well for a commodity like beer where stock changes can hardly be large but may, on occasion, work badly for commodities like wine and spirits. Thus there may be large withdrawals from bond in anticipation of budget changes in rates of duty with a corresponding fall in withdrawals after the budget. Such changes will distort monthly or even quarterly figures though they may not be of much importance with annual figures. |
