Myslím, že kdyby autor originálu chtěl napsat něco o kmitočtech, pravděpodobně by použil slovo frequency. Pojem "správa radiového spektra" se používá a jeho význam je zřejmě širší - viz např. snímek s názvem Správa radiového spektra v prezentaci na adrese http://www.comtel.cz/files/download.php?id=4755
