You have a really difficult job there, because the English, at least in this sentence, is almost unintelligible. It may not even be translated exactly, if it is written directly in English by someone who thinks in another language.
I sometimes find the answer to questions like this by ´back translating´, typically when proof reading English written by a Dutch speaker: I look up the expression used in an English-Dutch dictionary and find the results quite revealing. I don´t know if you can do that.
