Explanation:
I would suggest re-writing it a bit... the term essentially describes anything that precedes the trial, so why not--and I know it sounds clunky--"meddelelse i forberedelse til hovedforhandlingen" or "meddelelse før hovedforhandlingen" (the translation of "pretrial investigation" would depend on the type of investigation that is being conducted). Of course, it all depends on the context...
