Should it be means deliberating for all concerned?

or something like calls for deliberation among all concerned ?

If that is the question, you could post the source in the English to English pair to help clarify what is actually meant - which is the first requirement before you can translate. ;-)
Word by word, the sentence is not so difficult, but somehow it does not hang together for me.

agree  Michael J.H. Davies: Jeg er enig i at det også lyder lidt mærkelig på engelsk, og at (iflg. Gyldendas Røde) deliberate = (bl.a.) drøfte. Helt hvordan man skulle oversætte sætningen kan jeg dog ikke gennemskue lige nu. Det skyldes nok at jeg ikke helt forstår kildeteksten.
