The company's product is software, so I think it is a software term. "Tier" is here used synonymous with "layer".

Correction, Charlotte is right, it means how many stores each retailer has, see

Tier 1 having more than 100 stores and Tier 4 having 1-2.

I would rephrase it: "til over 130 virksomheder, deriblandt store detailbutikskæder såvel som små specialbutikker".
