Explanation:
Het gaat om een kolencentrale waarbij het afvalproduct, de kolenas, binnen een soort ringdijk wordt gestort. Zie de volgende link voor plaatjes:

Bij de verbranding van kolen blijft veel as achter, en dit moet ergens worden gestort. Om te voorkomen dat het as met hemelwater wegstroomt en in een stroomsysteem terecht komt, moet het op zijn plaats worden gehouden dmv dammen of een ringdam. Dit maakt onderdeel uit van de benodigde infrastructuur van een kolengestookte centrale.
