(omdat het hier om een procentuele verandering gaat, kun je eventueel ook "per tonkilometer" gebruiken, als er geen specifieke waarden worden genoemd)

in het Nederlands wordt de tonkilometer veeeel vaker gebruikt dan de tonmijl, dus ik zou voor de *tonkilometer* gaan.
3,7% minder emissie per tonmijl is exact hetzelfde als 3,7% minder emissie per tonkilometer (en ook als 3,7% minder emissie per toncentimeter :-), dus het verschil tussen mijlen en kilometers is hier niet relevant
