De term 'non declarable' betekent feitelijk dat voor het additief geen 'etiketteringsverplichting' geldt. Anders gezegd, het additief is 'uitgezonderd/vrijgesteld van de etiketteringsverplichting'. Ik weet niet of er ook een compactere vertaling mogelijk is voor deze term. Een andere optie is: 'additief dat niet verplicht (op het etiket) vermeld hoeft te worden'. Of: 'additief dat is vrijgesteld van vermelding'. Een voorbeeld zijn de zgn. 'carry-over additieven'.
Additieven in een samengesteld ingrediënt die geen functie meer hebben in het eindproduct (carry-over) blijven in beginsel uitgezonderd van de etiketteringverplichting. Dit staat echter
los van de wijziging van de 25% regeling maar geldt voor elk samengesteld ingrediënt onafhankelijk van de hoeveelheid in het eindproduct.
