English term or phrase: parallels the extreme poverty

Wat wordt er bedoeld met 'there is an upper level of wealthy in the country that parallels the extreme poverty' in onderstaande paragraaf? Wordt ermee bedoeld dat de bovenklasse van het rijke deel van het land in schril contrast staat met de extreme armoede?

The Indian gaming market has really started to evolve lately as more and more of the country has access to fast internet connections and there is an upper level of wealthy in the country that parallels the extreme poverty. The online casinos have not yet really flourished throughout the country, but internet gambling is picking up in popularity, as are games that are specifically targeted at the Indian population. A new Indian based game has been translated into the internet arena; Teen Patti has long been a favorite Indian pastime and the internet gaming companies are finding that the game has a new life in the online arena thanks to clever marketing and the use of Indian celebrities to entice new gamers to try out the game.

Explanation:
Weet het niet zeker, maar zo lees ik het in ieder geval. India staat nu niet direct bekend om zijn rijke mensen, eerder erg veel armoede. Maar blijkbaar zijn er toch net zoveel (extreem) rijken als (extreem) armen. Daarom kan de online gaming market, naast het feit dat er op steeds meer plaatsen snel internet beschikbaar is, zo groeien in India.

ik lees het eerder als een rijke middenklasse die "parallel" bestaat naast de extreme armoede. het zijn als het ware twee parallelle werelden.

deze interpretatie past ook mooi in het verhaal.

(als ze zouden bedoelen dat er evenveel rijken als armen zijn in India, dan is dat in elk geval pertinent onwaar...)

... er is nu een klasse ontstaan wiens rijkdom even extreem is als de armoede bij anderen...
Volgens mij gaat het om uitersten: India is gekend voor de extreme armoede van (een aanzienlijk deel van) zijn inwoners, nu zijn er nu echter ook van wie de rijkdom zo extreem is als de armoede van de anderen.
Ik denk niet dat het gaat over aantallen, noch over de middenklasse.
