Wat wordt bedoeld met 'are flatly not' in onderstaande alinea? Alvast bedankt.

Numerous online casino and sports betting sites are interested in sponsoring French teams, but at this point French monopolies have the only legal capability to do so, and are flatly not. The French team actually issued a low level threat of sorts, claiming that wins such as this recent win will not be possible at the competitive level in the future without foreign sponsorship dollars.
