Context: Een artikel over de Britse infrastructuur.

"But the government has still taken a cautious stop/start approach. A major programme of motorway widening had been planned that would have seen Britain’s most congested stretches of motorway transformed into six and eight lane super highways. Work will start this year on a £5 billion contract to widen more than 100km of the London orbital M25 after the Connect consortium was appointed in May.

However, many of the other widening projects have been cancelled because the government has decided to use an alternative of allowing vehicles to use the hard shoulders as an extra lane."

In een andere passage wordt het begrip nogmaals gebruikt, nu in een oneigenlijke, ietwat opgerekte betekenis:

"It is just as well because Britain’s infrastructure is in poor condition as a result of generations of under investment and “stop/start” planning whereby a long term vision is launched and then abandoned for a generation before being taken up again."

Ik dacht zelf aan 'gefaseerde aanpak / planning', maar misschien heeft iemand een betere suggestie?

Explanation:
'Gefaseerde benadering' suggereert een redelijk vastomlijnd en uit te voeren beleid. Uit de tweede passage die je noemt, begrijp ik dat dat allerminst het geval is. Ik denk dat ik het gewoon letterlijk zou vertalen als 'stop-/startbenadering'.

agree  Ron Willems: ja, absoluut. de teneur van het tweede stukje: ze doen maar wat, dan leggen ze de zaak weer stil, en dan doen ze weer wat anders. hap-snap, hollen of stilstaan, maar in elk geval niet netjes gefaseerd.

Explanation:
Deze term lijkt mij m.n. goed bruikbaar in de eerste zin. Verderop in de tekst zou je dan evt. kunnen gebruiken "(...) onderinvestering en uitgestelde (uitvoering van) plannen (...)".
