Misschien zie ik het verkeerd, maar ik vind "under" hier nogal vreemd gebruikt. Wordt hier gewoon "betreffende" o.i.d. bedoeld?

Ik heb de indruk dat "under" hier heel bewust is toegepast. Het hele document (op internet te vinden) zit zo te zien taalkundig goed in elkaar.

Ik denk daarom dat men probeert te zeggen dat er 35 onderwerpen zijn gedefinieerd en dat aan elk onderwerp een aantal organisaties gekoppeld zijn, die als het ware "onder elk onderwerp vallen/hangen".

Of iets in de trant van: de organisaties die zijn gekoppeld/verbonden aan elk van de ca. 35 onderwerpen.
