De term 'choice of law' betekent normaliter 'rechtskeuze' (i.e. keuze van toepasselijk recht). Het lijkt erop dat de rechtskeuze hier wordt beperkt voor zover deze leidt tot de toepassing van recht anders dan dat van de Staat Washington.
Ik lees deze zin min of meer als volgt: (...) zonder uitvoering/gevolg te geven aan een rechtskeuze of conflictrechtelijke bepalingen (zij het van de Staat Washington of een andere jurisdictie), voor zover deze leiden tot de toepassing van recht anders dan dat van de Staat Washington.
