"Judge of a State Court of Record"

English to Dutch translations [PRO]
Law/Patents - Law (general) / arrest warrants
English term or phrase: "Judge of a State Court of Record"
This is at the very bottom of an arrest warrant. I've consulted Black's Legal Dictionary et al (I do know what it means in English) and the Juridisch Lexicon, but am coming up empty for an appropriate Dutch translation.

State Court of Record
bevoegde rechtbank

Explanation:
Geen wonder. Er is geen vergelijkbare uitdrukking in het NL recht. Volgens the Law Dictionary kan het gevangenisstraffen opleggen. Dus is in NL de arrondissementsrechtbank de laagste authoriteit (behalve voor een paar gekwalificeerde overtredingen). Ik zou er 'de bevoegde rechtbank" van maken. Dat kan nooit fout zijn.

Law Dictionary:

• Court of record

A court that, like most modern courts, is required by law to keep a record of its proceedings, including the orders and judgments it enters, and that has the authority to imprison and to levy fines.

This made sense to me, although it is a bit generic. But the reviewer rejected it. I offered "staats gerechtigd rechtbank" as an alternative but do not yet know if this was accepted. But THANK you for your quick replies!
