Volgens the Law Dictionary kan het gevangenisstraffen opleggen. Dus is in NL de arrondissementsrechtbank de laagste authoriteit (behalve voor een paar gekwalificeerde overtredingen). Ik zou er 'de bevoegde rechtbank" van maken. Dat kan nooit fout zijn.
