It's dealing with issuing birth certificate. Is it kind of authority?

A birth certificate is issued by city hall in the Netherlands. Since you seem to be referring to the actual window where you pay and receive the certificate, I believe 'gemeenteloket' would fit nicely. The department issuing the birth certificate is the 'afdeling burgerzaken'.

There are plenty of references. The city of Rotterdam, for instance, has an online 'gemeenteloket', offering the some of the services an actual 'gemeenteloket' would offer as well. The same goes for the Maastricht reference below.

I would suggest adding the 'gemeente' to your translation (as you indicated in your additional note). Other than that, I think you're right. Different systems in different countries. Here in Maine, where I live, birth certificates are issued on a state level; you have to send your check to the Maine Department of Human Services.

Asker: Different country may have different system. Do you think that in some countries they need to go to the real "court" to get stamp for instance or receive the doc and pay? On the paper that I have mentioned "name of the officer"+"District court vendor"+"name of the city". Can I translate these as "Gemeenteloket, District A"? Many thanks for the help.
