gelet op de context moet het inderdaad zo zijn als Helena voorstelt, lijkt me:

hier is het een algemeen begrip dat geldt voor 9 verschillende landen, en dan zou je een algemene vertaling moeten kiezen: openbaar aanklagers. (een verwijzing naar officieren van justitie en vooral naar advocaten-generaal lijkt me minder gepast omdat het om 9 verschillende landen gaat, waarvan het niet meteen duidelijk is of Nederland daaronder valt.)

hier gaat het specifiek over de Nederlandse situatie, en dan wordt met de "Public Prosecution Service" uiteraard het Openbaar Ministerie bedoeld.
de vraag of met beide termen hetzelfde wordt bedoeld, is volgens mij niet zo relevant: het eerste begrip is een algemeen juridisch begrip en het tweede is specifiek voor Nederland.
