We are thinking along the lines of a tribunal, which would be empowered to make awards to those people infected.

(Het gaat over mensen die via een bloedtransfusie besmet zijn geraakt met Hepatitis C. Nu willen ze de verantwoordelijken aanklagen.)

Kan iemand me helpen met het woordje tribunal? Het woordje non-statutory wordt herhaaldelijk in combinatie met tribunal gebruikt.

'onafhankelijk(e) forum/commissie voor geschillenbeslechting', 'geschillencommissie' and 'buitengerechtelijk orgaan' might offer you some options (the latter is EU-speak).

'Non-statutory' means that the tribunal provides conciliation or abitration outside the normal recourse available to an aggrieved party at law. A common use for non-statutory tribunals is to provide arbitration in a "self-policing" industry; cf. the UK's Press Complaints Commisssion, for example.
