Op zich betekent deze uitdrukking niet dat misbruik van z'n positie maken, meer dat hij ervan uitgaat dat hij boven je staat, je meerdere is. De reden waarom in dit geval de zin wel aanhalingstekens staat, is omdat klaarblijkelijk hij wel misbruik heeft gemaakt van zijn machtpositie. Ik heb één Google search bijgesloten ter verduidelijking.

to pull rank is inderdaad een uitdrukking die betekent "unfairly force people to do what you want because of your higher rank or position"

volgens mij is het gewoon omwille van het idiomatische karakter van de uitdrukking dat het hier tussen haakjes staat.
