In Spanish, the verb "perdonar" is transitive too, so the phrase sounds kind of odd. Let me give you an example. Let's say a group of people is asked what they do when they are isulted. A person says, "I insult back", while another one says, "I forgive". That's the "I forgive" we need. It's not about forgiving someone or something, but about choosing to forgive over not doing it.
