English term or phrase: early retirement programs
I am particularly looking for a translation of *programs*: is it "programma's" of "maatregelen"?
This is the whole sentence (in a European Situation Analysis Report): "This is mainly a result of the *early retirement programs* which were launched in The Netherlands in the 1970´s in an effort to reduce unemployment among the younger population. Any help appreciated, thanks!

neutral  Kitty Brussaard: Dit veronderstelt wel dat de lezer weet waar VUT voor staat (denk bijv. aan Belgische/Vlaamse lezers die gewend zijn aan het begrip 'brugpensioen') :-)
