I know there are a few rouges out there who will promise the earth, take your money and run. On the other hand I believe there are a handful that are genuine guys who do there best to make consistant profits for their clients.

'Touts' zijn 'spionnen (omtrent renpaarden' volgens mijn Wolters' Woordenboek Engels-Nederlands.
Je kunt er misschien ook 'bookmakers en sjacheraars' van maken, want de auteur laat zich ironisch-pejoratief uit over het soort mensen die zich mengen tussen de regeringsleiders; 'to tout' betekent immers ook 'sjacheren'.
