To make it shorter without abbreviations. The phrase has the same length as the English one. If needed, it can be shortened further: Alla laaditud? Laadi veel. I proposed 'Laadi veel (midagi)' (Back translation: Download something else.) for 'Start over', as it seems to me, that the idea is to start downloading something else, not the same file(s) once again. With 'Alusta uuesti' as suggested by Inn and Tiiu it may sound like starting the same downloading again - although it is an accurate translation. So the translation depends on the real UI and it's inner logic - like always.
