agree  Inn Vaaro: community = omavalitsus (valla- või linnavalitsus); dwelling = eluase, elamu Võib-olla tõesti on need "kohalikus omavalitsuses elavad vanurid" (iga vald hoolitseb oma vanurite ja vaeste eest).
