پرمافراست به لايه اي از آب زيرزميني اطلاق مي شود كه فضاهاي خالي خاك و سنگ را پر مي كند و هميشه يخ زده است. اين مناطق حدود 20% خشكيهاي زمين را تشكيل مي دهند. در آب و هواي گرم، يخ اين زمينها از سطح به سمت پايين آب مي شود. همه اين اب تازه و ذوب شده نمي تواند جذب لايه پرمافراست شده يا درآن حركت كند. همين امر باعث مي شود كه لايه بالايي خاك و رگوليت،اشباع شده و به آرامي به سمت پايين حركت كند.م
