Sure they are Azeri Turkish. آق ساگز pronunced as (aaq saagz) or آق سقز pronunced as (aaq saaqz) depends on the pronounciation. most Azeri people use ساگز, the pronunciation has changed over the times, I think It's for the ease of pronunciation that ق has changed into گ, or may be گ is nearer to ز in the place of articulation. But originally it is ق.
There exists other examples like گاشق pronunced as (gaashq) and قاشق pronunced as (qaashq). Again گ sound is used for ق sound.

How do you pronounce آق ساگز and آق سقز? Presumably they are Azeri Turkish?

Here in Izmir, barbers use ağda to remove hairs from the ears of their customers, and women use it to remove hairs from their arms and legs. It's a greenish colour, I seem to remember.

In fact I am a part Turkish and part Kurdish, so I think I can provide you with some information. I have never heard of such thing such as (آغدا، عقیده). To give you some information regarding this, I should say that we have terms such as آق meaning white, and آقلق whiteness. I think it may be refering to these terms. As far as I am concerned, in the past Turkish people used to use آق ساگز، or آق سقز as a substance to remove unwanted hairs of their body, it may be referring to this. آق سقز or آق ساگز depending on the pronounciation refers to سقز or آدامس سقز in Persin, which in English means a kind of chewing gum.
As a result as I mentioned آق سقز, or even آقلق may be referring to that kind of chewin gum which was white in colour.
