Explanation:
There is quite a big chance that 'build-up' should be 'built-up' as suggested in other answers.
But I find it possible and even slightly more reasonable that the hyphen should be omitted: "Cooperation could also include a perspective to build up environment and building heritage."
In this case "environment and building heritage" is a coherent entity "ympäristö- ja rakennusperintö" and then there is/are "näkymät/tavoitteet (perspective) kehittää (to build up) tätä perintöä"
