Les contributions de sécurité sociale (National Insurance contributions)
Pour les professions libérales sans employé, les contributions sont de deux types :
- Class 2 : il s'agit d'un forfait hebdomadaire fixé pour chaque année fiscale, payable mensuellement par prélèvement direct (direct debit) ou trimestriellement par d'autres moyens.

Explanation:
I think this is typically 'telegraphed' form language, but I'm pretty sure it means 'the amount of this month's earnings on which the NI contributions calculation is based' — the same idea as 'taxable income', only here it's NI-contribution-able income!

Since the system isn't exactly identical in FR, I think the best thing you can do is to explain it in terms that would give a FR reader the general idea.

If you have the actual figures in front of you, you could check that this sum is perhaps slightly less than the principal gross monthly (etc.) salary — since there may be a certain amount of that salary that is exempt from NI contributions, for example.

SS is a common abbreviation used for Sécurité Sociale (like NI for National Insurance in the UK) — sometimes more appropriate than the rather informal 'Sécu'.
