A Toulouse (où je suis) il y un établissement public appelé CEV (centre d'essais en vol).
Le Aerospace Dictionary (publié par l'ex Aerospatiale et épuisé) donne à "flight clearance" : autorisation de vol (Fluggenehmigung)
Mais à "flight clearance note" il donne certificat d'homologation (Musterzulassungsschein).
Ici il s'agit apparemment simplement de reprendre des "essais en vol" avec les "autorisations de vol" correspondantes (le tout dans un but d'homologation de l'avion).
Le Goursau (Dictionnaire de l'Aéronautique et de l'Espace) confirme pour ces 2 termes.
