If the building is not built yet, I think this is the right term.

Notion de terrain viabilisé:
On entend par terrain viabilisé un terrain desservi par une voie d’accès et déjà pré-équipé en divers réseaux : assainissement, eau potable, électricité, gaz, téléphone... La viabilité d’un terrain est une des conditions permettant l’édification d’une construction. Attention : un terrain viabilisé ne donne pas droit automatiquement à l’obtention d’un permis de construire. Pour être susceptible d’obtenir un permis de construire sur un terrain, il faut que celui-ci soit à la fois viabilisé et constructible, c’est-à-dire situé dans un secteur désigné comme étant constructible par les règles d’urbanisme en vigueur (plan d’occupation des sols, plan local d’urbanisme, règlement national d’urbanisme...)

I would say 'fit for occupancy' = viable or habitable, (if the building is built, or not) and 'fit for building' = constructible.
