"The defective component (underrated 7’ ramps) was used with certain 2010 XYZ Model 14GX and 14LX dump trailers. This defect involves what has been determined to be underrated ramps. If the ramps are used to load or unload a piece of equipment which exceeds the weight rating of the ramps, the ramps could bend or fail."

Définition :

Détermination des caractéristiques d'une installation lors de sa conception pour satisfaire à des critères préétablis et à la pratique règlementaire.

GDT lists 'undersizing' as one translation for 'sous-dimensionnement' — and I would read 'under-rated' as a synonym for 'under-sized' in this particular context.
