Accident reports always quote the vehicle registration number, aka 'index number' — take it from me as a native speaker that this is just part of British culture and has to be accepted as such.

Sadly, a confusion arises, because some sources (including supposedly reliable ones!) incorrectly expand VIN [Vehicle Identification Number] to Vehicle Index Number instead; but do note that here it is 'index number of vehicle' — and this is what you will normally find quoted on an insurance report form etc.

neutral  Tony M: Not so sure: isn't that in fact the VIN? / Very different! The VIN is a number assigned to the vehicle by the manufacturer for life, marked on a plate somewhere on the body; different from the number on the reg. plates (which may change)

-> Thank you! Then let's see what kind of number is written on the accident report, I dont see any evidence that it couldn't be the VIN afterall...

agree  Ellen Kraus: i suppose too, quíl y s´agit du N.I.V (numéro d´identificatgion du véhicule)

numéro ( de référence ) du véhicule

Explanation:
Une idée ...

Les documents de constat d'accident routier comportent un schéma indiquant la position des véhicules impliqués; sur le schéma, un numéro identifie chaque véhicule. Ce numéro pointe vers une liste décrivant chacun des véhicules plus en détail.
