"A one truck fleet that saves one hour from a twelve hour day will have roughly the same fuel, maintenance, insurance and capital costs as it did prior to the savings. However, a five truck fleet that saves two hours per truck per day could be able to eliminate one entire truck. The manner in which the transporters are currently compensated allows for 13.5% spare vehicles. For a fleet of 200 trucks that would mean that DFO is paying for 27 spare units and 27 spare HSPMS’s and PTO’s."

I have trouble with the way "spare" is used here.
