Every time we excluded a certain type of solution in the agreement, we would either make it impossible for employees who wanted to telework and were accepting that they have to be compensated less than their full costs, or that they have to be compensated by a lump sum instead of counting every penny paid out.

chaque fois que l'on rejette une solution, cela ne peut s'appliquer à...
le "make it impossible" pour moi signifie que l'on crée une situation inacceptable pour certaines catégories de personnel
