Comme le constate le docteur Marie-France Hirigoyen, auteur du best-seller Le Harcèlement moral, la violence au quotidien (Syros, 1998), le mal est même sans doute plus profond dans la fonction publique où recourir à l'échelon N + 2 pour se plaindre du comportement du N + 1 constitue déjà un début d'acte d'insubordination.

a bit cumbersome perhaps?

I seem to remember seeing this expressed with "niveau n + x" but I can't find any examples like that.
