We believe that Moffat is trading currently at its take-out value...

Refers to the situation in the cable distribution market, where smaller companies are acquired by larger ones. Can anyone help?

French translation:valeur d'OPR ou valeur de retrait
Explanation:
I've been thinking. If the company has already been the target of a take-over bid and there are only a few shares outstanding, they may consider a delisting, prior to which they would have to offer to buy back the remaining stocks outstanding through an "Offre publique de retrait" or something. Otherwise, I would go with my first suggestion.
